After bombs explode during an anarchist attack in Long Spoon Lane, two of the culprits are captured and the leader is shot . . . but by whom? As Thomas Pitt of the Special Branch delves into the case, he finds that there's more to the terrorism than the brutality of misguided idealists. Clues suggest that Inspector Wetron is the mastermind. As the shadowy leader of the Inner Circle, Wetron is using his influence with the press to stir up fears of more attacks and to rush a bill through Parliament that would severely curtail civil liberties. To defeat Wetron, Pitt must run in harness with his old enemy, Sir Charles Voisey. The unlikely allies are joined by Pitt's clever wife, Charlotte, and her great aunt, Lady Vespasia Cumming-Gould. As they strive to prevent future destruction, nothing less than the fate of the British Empire hangs in precarious balance.

"This book had some intrigue carried over from other books about the Inner Circle in England. They were the upper crust supposedly doing kind and charitable things but actually making things work to their advantage. Some times even making sure people were out of the way if they didn't suit the purposes of the Inner Circle. Thomas Pitt was in danger quite a bit of the time."

“Perry manages to paint a convincing historical backdrop with echoes of modern-day fears of urban terrorism.”
— Publishers Weekly“Arguments about broadening police powers as a reaction to terrorist activity can’t help but strike a chord with American readers, who will appreciate the cleverly orchestrated political machinations as much as the personal agendas—both of which come fully into play when it comes to solving the mystery.”
— Booklist" Missed this one in the series. Currently reading and enjoying it. "
— Nan, 2/8/2014" Very engrossing. When reading some of the books in the middle of the series I was concerned that they were getting a little formulaic, but the last few--including this one--are clever and have interesting developments in the main characters' lives. "
— Margaret, 1/31/2014" I didn't like this as much as her older books. I used to read all of them as soon as they came out. But it has been awhile since I've read any. I think I liked the earlier books because the plots weren't as convoluted. I don't like it when there are too many characters and I feel like I need a scorecard to remember who is who. I also liked the earlier stories when Charlotte and Emily would do much of the investigating. This was good I'm not eager to jump to the next one. "
— Judy, 1/8/2014" Love this whole series. Listened to this one on audio, enjoyed it as usual. "

— Lynne, 12/17/2013" This one wasn't as bad as I feared, given my memory of the Inner Circle and all. I have to admit, I am wondering if we've seen the end of it or not ... it was all a bit unclear at the end. 8-) "
— Mary, 12/11/2013" In a crotchety fashion, I didn't enjoy this as much as the earlier mysteries. The secret service angle is not appealing to me. "

— Valerie, 5/7/2009" I do love my Victor Narroway, Thomas Pitt's boss in Special Branch - and he is as ever wonderful in this novel. The story is good, anarchists and politics and conspiracies all tied together in one very un-neat package! "
