When Glinda informs Ozma, the ruler of Oz, that there is trouble brewing between two distant lands in Oz, Ozma decides to take Dorothy with her to try to put an end to the problems. Ozma and Dorothy travel first to the land of the Flatheads, where they encounter the evil dictator Su-Dic, whom they discover is not open to the idea of peace. They then move on to the land of the Skeezers, whose evil queen Coo-ee-ooh is as unwilling to make peace as Su-Dic. Ozma and Dorothy then find themselves trapped in the land of the Skeezers, while the Flatheads attack and transform Queen Coo-ee-ooh into a swan.

As Ozma and Dorothy try to find a way out of the sticky situation, Glinda assembles a group to come help rescue them.
