Not every chapter jumps POV, but it does happen quite often. The villains also frequently work not only against each other with their various plots, but sometimes even against themselves. Ultimately the story is entertaining enough that I want to find out what happens next, but it's a mediocre story that doesn't shout "read me now!" "
