Ethan Quinn is the second adopted son of pediatrician Stella Quinn and her husband, Ray. In her work, Stella sometimes came across a young boy who had suffered intolerable abuse from his parents and who had fallen through the system. Once in a blue moon, one came along she could not send back to his former life. So she took him home.

Thus it was that Stella and Ray added Ethan to their household. Along with his adopted brothers Cameron and Phillip, they formed a family who grew to respect each other with such fierce devotion that when Ray, on his deathbed, made one last request of the three boys, they agreed without question, despite knowing their father's request would disrupt the lives they had so successfully carved out for themselves.

Ethan had settled into his quiet life as a waterman, living by the Chesapeake Bay in Maryland. He loved puttering on his boats, sailing when he had the time and earning a living by selling fish and crabs he plucked out of the waters of the Bay.

Ethan had a hard and fast rule for himself. He would never get married and have a family. Such rules are hard to keep.

Despite his rule, when his father requested that the three sons take over the responsibility of making a home for 10-year-old Seth, Ray's most recent foster child, Ethan had to bend his rule a bit. He, Cameron and Phillip would save the boy, just as Ray had saved the three of them.

What the boys had not counted on was the difficulty of becoming foster parents and eventually adopting a child who was "in the system."

Satisfying social workers meant frequent visits, which meant hiring housekeepers and moving in with his brothers to make a home for Seth. Those were all changes Ethan did, and he managed to continue his work.

Good deeds do not always go as planned. Events beyond anyone's control and a past that came to disrupt Seth's new life would test these boys in entirely unforeseen ways.

Ethan would be tested, and so would his hard-fast rule, or at least what remained of his rule, the part he was determined to keep.

"Rising Tides" keeps listeners on their toes, anxious to learn what happened, and what didn't happen, next.

" This book is more like 4.5 stars for me and it is simply because I think I am more attracted to Ethan. Once again, I found myself longing to be a part of the Quinn family. I don't see how anyone could not appreciate the fight for love these brothers go through. "

" After just reading Sea Swept, this story was good but not as captivating. Like the hero, it was slow moving until the end. The secondary characters were more exciting than hero and heroine. Quinn brother Ethan, a waterman, and single working mother Grace have been attracted to each other for years. "

" This is one of my favourite sets from Ms. Roberts. This quartet is so well written. The second story featuring Ethan is so good. Each one of these brothers are so different yet their bonds of love is amazing. The mystery of Seth took me by surprise. I loved how Ethan found his match. Highly recommended romance story for happily ever after lovers. "

" I just felt like reading this one for the 3rd time: Ethan is a fantastic character and I like those Quinn men; they are the right combination of honorable and playful. Well the more I read it, the more I see flaws in the entire story, but still; it's a very enjoyful read. "
