Fred Secombe, a Church of Wales vicar, sings an old music-hall song at the election of a new bishop. Another new appointment is a curate, John Burton, whose wife is keen to establish relations with the community on the council estate.
The archdeacon, the venerable Titus Philips, continues a vendetta against the vicar, to the annoyance of his wife. As Rural Dean, it is his responsibility to deal with the death of a priest involved with drugs.
John Burton does sterling work on the council estate, and this prompts the vicar to begin more visiting in the parish. There, he attracts the attention of a young wife, and then the attention of her husband, who falsely accuses him of an affair.
